For a single-family house, building permit drawings can be delivered between 3-7 working days, depending on whether all documentation is submitted.

A building permit is usually needed when you have to carry out some kind of change that is visible from the outside, such as e.g. a new building, extension or any type of business change. Planning permission may also be required to install a plank or wall (exceeding 0.5 metres). Sometimes a notification is required - even if a building permit is not required. When you elaborate something that is not subject to a building permit, you may still have to apply for a building notification, see some examples below:

• Demolition of a building or part of a building that is not an accessory building and is outside an area that is detailed planned.

• Making changes to a building that significantly affect load-bearing structures or the floor plan.

• Install or make substantial changes to fireplaces or flues.

• Install or make substantial changes to elevators or devices for ventilation, as well as water supply and drainage.

• Make changes to a building that significantly affect fire protection.

• Maintain a building with special conservation value that is subject to protection regulations according to the detailed plan or area regulations.

• Build a new wind turbine or make significant changes to an existing one.

When the municipality has received a complete application with all the necessary documents, then they are obliged by law to give you a decision within ten weeks. If it cannot meet this commitment, you are entitled to a reduced fee for planning permission.

Processing times are often longer in the spring and early summer because many people apply for building permits before the summer season. A wise strategy is to submit your application well in advance of the planned start of construction.

Others have the opportunity to appeal against your granted planning permission within four weeks of receiving the decision. If no one appeals, the building permit becomes legally binding.

If you exceed the approved size, however, an application to amend the existing building permit is required.

For owners of one- or two-dwelling houses, there is the possibility - in addition to erecting a storage shed of a maximum of 15 square meters - to also build a storage house with a maximum area of 30 square meters. Before starting construction, it is required that you make a report to the building committee and receive a start notice.

If you plan to carry out a construction project that requires a building permit, you have the option of first applying for a prior notice. The advance notice gives you early information on whether you can carry out the current construction project in the location you have in mind. The application for advance notice is made to the municipality's building committee. A positive advance notice gives you the right to carry out certain actions at the specific location. Then provided that you apply for a building permit within two months of the advance notice gaining legal force. Before construction starts, you must apply for and wait for a decision on a building permit and start notice. In order to get an approved advance notice, the same extensive application documents are not required as for a building permit application. The preliminary notice provides information about the possibility of building on the site without the requirement to produce drawings for the planned construction. This ensures that you do not spend time and money on a building permit application unnecessarily. The building board has the right to charge a fee for processing your application.
